1. I wasn't the one doing the divorce so I could have mixed up the description of the procedure.
2. Although strictly speaking the court has jurisdiction over all divorce cases, most cases are processed by county clerk's office and never goes to the court (other than getting a judge's approval on your paper sometime during this process). All you need to do is to file the documents with the county clerk.
