At the time of Gauss, arithmetic included all studies of numbers (there was not yet a number theory). Later number theory was also referred to as "higher arithmetic." This use has fallen out of favor. Nowadays arithmetic usually refers to "elementary arithmetic," and no one uses the term "higher arithmetic" any more.
