1. As long as you're active in your area, you should know the related ranks/reputation of the related conferences/Journals. That's why, in US, almost nobody talks about IF.
2. The reason why IF is so popular in China, even in a sick way, is because the (universities/institutes) leaders are either (1) too lazy, so they only rely on a few numbers to evaluate researchers; or (2) too dummy and almost know nothing about the field, so they don't even know the which conference/journal has higher reputation; or (3) too dirty, because they and their friends can benefit from it.
3. Solution: No!! as long as the bureaucracy dominates.
