Try to be picky:
Your "tolerant and open-minded" are lack of definitions. History of China gives bad cases to against your theory too. During the Spring & Autumn period, China was "tolerant and open-minded" but I don't see a "prosperous" society right then. Philosophers were pretty active but people were suffering.
Song Dynasty was prosperous and might be the richest dynasty in the whole China history. But it created the strictest stupid Confusius principles to rule China for hundreds of years.
My understanding to the "properous" is: it is mainly driven by the science and technology. Sure "tolerant and open-minded" are helpful for the economy but they are not main factors.
