Hoarding 1million, you have problem to sell them out. Suppose some people will search for a cheapest one (with price difference less than 5 cents I guess), consider how many guys living in your neighborhood, and how many of them will think of you for this sparse use of stamps.
For others, you need to advertise it and mail those stamps out (and this is a bulk buying). The transaction cost is not a small thing. And if there are really anyone buying from you in bulk, that means they care about money and will learn this trick next time before stamp price rise. Hence your business with them is one-time-deal.
