Economics is a globle creature, and not a single entity can manipulate it at will. Development really is random walk, the direction changes because the environment changes. A democracy government isn't really there to make the country develope. The country develope on its own, the government job partly is to take the blame during down turn, and be oust by a peaceful means, like being voted out. This avoids the more violent means to oust a government, which is always a danger for the Chinese government in the near future.
