Common risk management practice is to prioritize requirements and defer part of the decision to a late date, a discipline described as Real Option. Phased approach is one application of the real option theory. The problem is that real option itself comes with cost(in addition to opportunity cost). More option for the future means higher cost now. What a decision maker needs to do is to strive for an optimal balance bwteen total cost and total benefit within a specific time frame, based on the outcome of SuanZhang of course. It's a very difficult job that very few knows how to appreciate.
