One thing is certain: the problem of energy shortage will be with China for many years to come. There is a good probability that, if the government choose to build the dam 10 years later instead of now, local residents would be compensated much more for relocation and likely have better chance to find jobs.
That means local residents have an very valuable option of receiving greater benefit in the future. If the dam is to be built now, they would lose this option.
