On the other hand, 公正 or not is very subjective. I think everyone agrees education is a form of long term investment. What's the purpose of investing? I can think of many reasons people divest or not to invest, but there must be only one reason for investing: PROFIT. But profit is someone's opportunity not his right. The money needed to run schools are mostly from tax collected from corporations and individuals, which are mostly located in industrialized places like cities. So city people are more entitled to such investment opportunities you can't deny this fact.
