At the arraignment, Julien’s lawyer entered a plea of “not guilty” before it was explained that he did not need to enter a formal plea for the proceeding. Assistant State Attorney Johnette Hardiman prosecuted the case. The councilman was placed in a pretrial diversion program and agreed to make a $1,000 donation to the United Way, complete an ethics-training course and issue a public apology. The charges will be dropped in three months if he satisfies all the diversion program requirements.
