Because

1. most of Chinese scientists or students have not received quality scientific training in their education, especially the doctoral education;

2. today's Chinese have the lowest level of ethics and integrity, among others in academic community. And the wide spread corruption and errosion in current China's society make it worse;

3. even their frauds are uncovered or caught right on the spot, the Chinese are least accountable for the consequences --- look at the cases of Missile Qiu and Tuma Wei, either of them got the punishment they deserve? None of them!

I'm always suspicious on the academic "miracles" anounced by Chinese, and 90% chances I'm correct.
