The meaning of positive part is correct.

I would like to see the mean and variance represented analytically (such as an infinite sum of known functions), not just a tabulation of results for a given N and T. The density function of the non-central chi-square is an infinite summation, so I think it should be able to represent the mean and variance of $\delta$ as an infinite sum of known functions.
