other countries. In majority countries, at least western countries, their citizens are automatically residents of those countries. A Bristish or Canadian citizen certain has residency somewhere other than the US. It makes sense, if an US PR is not allowed to seek residency somewhere else, however, this doesn't apply to people in HK.

I said earlier, in regarding Yau's citizenship. Most of HKers have nationalities, which can be Chinese, British, or some other places, (like for those born in Macau, their are Portugueses). For those who were born in HK, they have British passport, and US immigration law treats them as Britishs, except for the quota, because HK has its own quota. For those who hold CI, they are treated as Chinese but also accounted for HK's quota.
