I have already suggested to start from listing pros and cons. Here is my piece of brick:
Pros:
1. Prove to the world Chinese people are capable of carrying out very complex industry project of enormous scale on time (not sure whether it is on budget). This will likely lead to higher confidance from foreign investors.
2. Train high caliber project management personnel and develop a body and knowledge and expertise on managing high risk industry projects.
3. Boost the image of Chinese exports that are perceived to carry some level of technology contents. I say this is an extremely valueble intangible asset. If Chinese companies can use such image to sell their products at a 10% premium, the return would be already greater than the cost of the space program.
4. Boost morale and national pride. I say if a nation wants to succeed all citizents better to work as a big team. A winning team must have morale to begin with.
5. Stimulate wide interests in science and technology among the younger generation. Such interet has been declining.
6. Develop technologies and market of technologies that will have spillover effects.
7. Develop dual purpose technologies.

Cons:
1. Take away valuable financial resources that can be used on projects that are less risky in nature and can yield high return.
2. Enhance an image of foe to some Americans and maybe some otehr people too...
