I believe less than 5% of Skype users opts for SkypeOut. The rate would be much lower in China. It doesn't make sense for Chinese telecommunication companies to target a small group and let its majority P2P users off the hook. How about other IP phone cards? SkypeOut credit is no different than a regular pre-paid IP card.
