One thing we should know is that you can not relie on other's good faith. You know your boss is someone with this or that shortcoming. What you need to do is to do the best for yourself under this condition. Aboard as in China, knowing how to play politics is important if you are ambitious.

Using less competent subordinates is pulling your own legs--that's stupid. Being cold to the people really warmhearted is cruel. I don't think many people are that extremely stupid or cruel. Their not promoting Chinese subordinates is a mixture at least one item of stupidity, coldness, poor judgement (not realizing how good your Chinese subordinates really are), fear of competition and vanity. Also the subordinates are less friendly/loyal to the supervisor--at least not showing enough friendness/loyality. If they are ambitious, they should know what to do and know what they will lose.

Actually I don't feel sympathic to the people without a smooth career in the western world. They at least have food and shelter. Their unhappiness is more psychological than physical. And I believe, given chance, about 50% will do the same as their supervisors.
