Simply meaning the guy with highest private signal can not derivate from bidding a lower price (even though he will have less surplus).
I guess the intuition is that if you bid lower, you can lost the bid--but if you lost the bid, the bid's true valuation is larger than you thought, hence you bid higher, but if you win the bid, that means other people value it less (hence the true value is less). So the balance point is your true information.
I hate mechanism design. Though I admire Amartya Sen.
