BTW credit card companies do monitor acctivities of each client account using very sophisticated very expensive CRM software. But that does not mean they intend to prevent each and every transaction deemed to be suspicious. It's all about balancing the risk of losing money due to foul play and the benefit of not disrrupting legitimate transaction, which helps to retain customer. It's a result of competition.
