You are the holder but not the owner of your passport.
The police may ask for it to find a clue or check your ID, and the prosecutor may ask for it to show evidence.
Up to this moment, however, the us authorities have
not given any convincible excuses for them to hold
the passport, though most chinese don't care such
issues.
