Content filtering keyword list probably requires higher level of approval. HTTP parameter filtering list probably requires lower level of approval. 方舟子 is not an officially dis-approved word (which is good news), so no content filtering based on 方舟子. It is also not on the list of keywords to exclude distributed to domestic search engines, so indexing/domestic searching based on 方舟子 is fine. However someone, probably a low-level bureaucrat at the behest of persons who have a private grudge against 版主, was able to put it on the HTTP parameter hitlist at the gateway. This could be done without much fanfare since it affects relatively few people and only has a symbolic effect. I think the good news is that 版主 is not an official "problem". They could have easily turned off all 方舟子 if that is officially condoned.
