Look at Poland, Romania, and Czechoslovakia, during WWII, they were all occupided by Nazi Germany, and their countries were officially joined the Axies, (Czechoslovakia was divided), and they even had troops participated in Operation Barbarossa. However, they weren't very effective. Same would happen to China, even Chiang's government surrendered. China were poor in many way, there weren't much war-time resources that China could give to Japan. Lack of training and logistic problem would make Japanese impossible to use Chinese man power effectively. What Japan lacked was raw-materials and China couldn't have been a suppliers to Japan.
