This one is very neutral. I don't even see "friends and foes" in this article. But China is really a potential competitor of US for natural resource. PK's solution? more research on energy saving.

The first part is his discription of the problem. The second part is the evalution of China's unpeg.

I simply found his words convincing, as always--of course "I suspect" is permitted in the newspaper columns.
