On the otehr hand, there are many ways that help to mitigate risks of loss of life and economic destruction due to a dam failure. I heard they embedded a large number of sensors into the dam body. These sensors provide real-time information how much stress the dam is subject. Such information can help to predict the likelyhood of crashing, and evacuation can be planned and executed before the level of danger is too high. Also, based on the sensor data and weather forecast, managers can make a decision to reduce the stress by gradually letting go the water before it's too late.
These is all common sense even a WenKe like myself can understand, and you LiKe people are still wasting time trying to find out exectly when the dam will change its state from totally safe to totally dangerous.
