"expensive" is a better term here maybe. But I say it "bad" just because you implied it's bad. It's all economics, as long as people are still coming, the housing price will continue to rise. Same thing happens in silicone valey.
Regarding BJ's pollution, yes from economic point of view, it is a price one has to pay for living there. One can SuanZhang and determine it's worth the risk to do so. But that's up to himself to decide.
