doesn't seem to know about satellite mission control. Typically satellite orbit design are mission driven. An elliptical orbit, with 966 km apogee and 322 km perigee, Solar sync orbit, the apogee is typically at the north hemisphere. Although at the SV is further from the earth near its apogee, the SV stays in that region longer. SV passes thought its perigee in very high tangental speed comparing it near apogee, which means the SV cannot stay in the theatre very long. If planning a mission for the SV at its perigee, that means most of the time the SV is doing nothing useful. Judging by this, I would have say the sensors in KH-12 would have been very effective even it is 900 km away from earth, since it is very likely to be its operation parameters.

After all, all these data provided about KH-12 may not be accurate, it is classified. Not until 50 yrs from now, we won't know to much about it.
