People can have many reasons for not willing to be "exposed". For example, one may believe his action would be considered against moral standard of the close environment he lives and works in. But not being morally acceptable doesn't mean he is corrupted. I say corruption at least has to be invloving actions that violating the law.

Moral standards also change over time. I can tell you, from my reading of the American history, in late 19th century during the railway bubble, Congress representatives and senators could openly ask industrialist for money (one example was $5000, five grand of 1870s' money!) afetr they successfully helped to pass a bill in favor of the industrialist. It was accepted practice and was legal althought somewhat immoral at that time.
