I don't know what justice you are refering to. Does it mean one always should be compensated if HE BELIEVES he is victimized?
The way how it works is simple to me: everyone does the SuanZhang before he's going to pay for his "justice" rendered by the authority, like bribing the judge. If the price becomes too high while he still refuses to give up, he can demand a change to the rule of game, and either he or someone else will pay the price for such change. Nothing is free. That's pretty much it.
