There are few exceptions to the Privacy Rules to prevent parents from accessing their child's medical record. You need to find out if your case falls in one of these exceptions.
For example. Is it the child, not the parents, who consents to the particular care in question? Did parents agree to a confidential relationship between the child and the care provider? Did the child obtain care through a court order or a person appointed by the court?
