The problem is: althought it may end up with your words against his, if you don't file, there is no edvidence what so ever in the future. If you files, that will be on his record, and if he doesn't change his behaviour, he will be caught later, and your complain become part of the edvicdence as his pattern of misconduct toward minority and that will get him. What goes around comes around, file, and don't hasitate.
