the difference between a rocket and airplane is that the rocket carries the mass to be expelled, and the airplane don't. Jet engine's fuel explodes after mixing with air, and the hot gas is then expelled from the engin. Jetplanes still rely on air to fly and that's why their altitudes are between 10 to 15 km. If they fly too high, they lose thrust and drop. There is something called scramjet, which makes the hypersonic plane possible also make the plane fly higher because highspeed allow more air to come into the engine even when the air is thin, however, it still needs air.
