Biden: ".., while other countries are doing, but not nearly on the massive scale the Chinese are doing."

Is Biden blind or not? Can't he see the fact that China is *much* larger than "other countries" in the region, with a larger economy that produced larger productivity? While every countries are doing the same, some got to be working faster/harder than some others.
