Elle's Law has been in effect in NY for more than four years, and according to this law the driver in this case should have his license automatically suspended. So why isn't this law enforced? It was enacted after another little girl was struck and terribly injured by a reckless driver. Elle's mom worked her butt off for a year to get this law passed, and she writes: "Along with imposing other penalties, Elle's Law automatically suspends the license of any driver who strikes a pedestrian while driving
recklessly. New York is now just one of 13 states with such a law." So why isn't this law being enforced?
