Maybe that couple and kid had some emergency. The kid may have eaten bad food and already pooped in pants. Or the couple can be rich but still 乡巴佬, and their hometown kids are ok to poop on streets. They just don't have the 'city' sense..... At least most Chinese city people have the common sense. Otherwise you would see a lot more human wastes on streets in big cities in China.
