可以问问幼儿园去.
again, if they used a diaper to hold it (as said in news they did) and dispose it in a bag, it'll be a common practice in western.
if the 2 yrs has been toilet-trained, then the kid does not need diaper.
it's an option from parents. If somebody wants to judge on diaper or not, speak out loudly to every little kid.
