In the US, many schools don't have Ph D programs and don't really expect the professors to do research. You can have some Master's projects, and publish some conference papers. But there is no substantial research funding. You can become a professor by doing a good job in teaching.

Of course, among these universities (maybe I should say colleges, but many of those have "university" in their names), the school would be very pleased (and probably reward you) if you do bring in research funding. Some of such schools are also trying to start some research programs and trying to put pressure on the professors to do some research. But overall, the answer to your question is: in the US, you can be a professor without experience in research.

Of course, I am not saying that 清华 or 上海交大 should hire professors who do not do research. These two universities are not of the level I described above.
