That's the highest title for an engineer. Typically there's no other engineer report to him, unless a really junior one. Usually after in the company for 5-6 years anyone can achieve that, unless you get fired. Going up there's Architect which you do the designs, or Engineering manager who manages a team. In some companies there might be senior principal, or pe I, II, etc. It doesn't mean anything, just showing how long you have been to the company. And mostly you are by yourself and report to the manager.
