The concept of real estate tax is sound. It is consistent with one of the principles of American Socitey, no taxation without representation.
Real estate tax could effectively limit over speculation in the housing market. I pay close to 9k for a crappy old house in one of the major metropolitan area. I doubt a lot of people could "save house" here, like what is commonly practiced in China. Cash fow of a normal person can not afford it.
