it has to be developed. Trident's payload is only 2800kg, which is not very big for conventional warhead. Also, it will take serious effort to design warheads for different application, like bunker buster, termopressure or cluster. Development requires design, prototype, testing, manufecturing. Also there will be a warning system which tells the other nuclear powers that this is not a nuclear weapon. The total cost for a couple hundred mil isn't unreasonable.
