Because we call MS 美国的微软公司，for short, it's 美国微软公司。 But no one call it as 国际微软公司, no matter how internationalized it is.
So, The official name of IEEE is 电气与电子工程师学会 (http://www.xys.org/forum/db/1/94/221.html), and its headquater is in US, and 20 years ago it was not that international, so it's ok to call it 美国电气与电子工程师学会. But we can't call it 国际电气与电子工程师学会, because that's not IEEE's name.
If you call somebody a "国际诺贝尔奖获得者", many people in this forum will think if this 诺贝尔奖 is the "real" 诺贝尔奖.
