This can be easily determined if both countries have and actually enforce their nationality laws
I doubt that in 1940s, China and Koreas and many other
countries really had conditions to enforce nationality law even if they had one. So it is meaningless to
stick with such matter
In the USA military, there are many green card soldiers.
USA draft law (inactive now but can be re-enacted) draft
both citizens and noncitizens (PRs and unlawful aliens)
who are 18-26 males
