The government and the people are often on the opposit side off liberty, many times government often steps over its bound and invade personl liberty and freedom. Even today, in the US, groups like ACLU keep fighting the US government on many many issues. That means no government there will hand you the freedom you deserve, you need to fight for it.
In the past, it was HK people faults for not to fight their freedom and democracy, and the Britons were in their way, and now it is the Chinese government. If you think what the government hands down is good enough, or the other governments are the same, then you truly deserve what you have, or what you don't have.
