The issue is
A claim that he solved a scientific problem - proved Goldbach COnjecture, Cloned a Dinosaur, etc, Then
the burden of proof is on him and we shold hold that
he has not solved the scientific problm until
he proved he did it.
Then assuming A did the above and is generally accepted
by the public, suddenly B come out and claim A faked
his results. Then the issue is: who is to prove what
and what presumation should instotution(*) hold?
I beleive it can be both ways depending on purpose
(*) I use instition because I think rule
only applies to instition. As for mind the
people, you can not control them and they
have the rigth to think whatever they think.
