I actually kind of agree with this sssa's comment. Semiconductor technology is so complicated that the ability of copying other people's products is still a big achievement!!! China may need somebody like ChenJin to start with copying others, and gradually catch up. From JiaoDao's anouncement, ChenJin seems did build "HanXin I-IV", but the problem was that they were not as good as he claimed. I would hope that the "HanXin" would continue to be developed after ChenJin steps down.
Taiwan and South Korea have been in semiconductor business for over 30 years. They are still in the dram bussiness.
