lack of wealth. But the fact is that today's China is many many times weathier than Europe of 100 years ago. But it is not nearly as civilized as Europe of 100 years ago.
Isn't it ironic when on the one hand, China shows off its wealth by spending lavishly on those "face" projects but on the other hand, it cries like a poor baby whenever it needs to give some of that wealth to its people?
