I am sure there are crimes that warrant light sentences but not expelsion. But that school's policy does not allow this to happen. So you have to choose between no sentence at all, and sentence with an expelsion.
This related to the "cruel and unusual punishment" that I mentioned before. So the point is, if the law (or school policy) if unfairly harsh, then it might lead to a result thats opposites to what its intention is.
