"It is our expectation that ..." should really be translated into "wo men yiao qiu". It is really a way of saying "we require ..." not "we hope ..." as "我们希望" would imply. When you say that "our expectation" is such and such the subcontext is that there will be punishment if it is not met. In other word, "xia bu wei li".
