assume that in a periodic T seconds the server can process a batch with N tasks, if the actual tasks less than N, u waste the recourse. if u increase T so to have a higher utilizing rate, the waiting time for each task is longer.
according to our statistic data, if the call setup time longer than 6 seconds, the subscriber will hang up and call again, so longer waiting time could lead to a double(or higher) system load.
