I didn't check any references or databases. What I got the 40% was from a radio called "NPR" talking about the percentage of taxpayers.
Another factor is that there is a minimun income for taxation. Please count this population in besides thoses who are eligible for food stamps. My gess is this population is actually much larger than those without incomes.
