The Force spirit first appears in the New Hope when Obi-Wan opens himself up for Vadar's attack. In the discussion I learned at first all dead Jedis including the falling Jedis became the spirit. But later, George Lucas might have changed his mind, and only a few became the Force Spirit. In the Revenge of the Seth, Yoda told Obi-Wan about Qui-Gon Jinn taught him about the secret, and Yoda passed that on to Obi-Wan. If so, Anakin would not have learn it, how after his death, he becomes the spirit? I think that is one part that we don't have a consistent answer.
