The government relies mostly on employers to report wage expense to calculate average income. Under the current economic environment, this method guarantees garbage in and garbage out.

To begin with, small business owner and self employed people grossly under report their income, while big state owned organizations don't report the expense of subsidizing employee's living expense as wage expense. Secondly, CHinese companies don't treat benefit and compensation taht is not in the form cash as employee income. I know a lot of medium sized private companies allow key employees to reinburse personal expenses, such as travel, dinner, and various professional services. Companies also don't treat non-cash bonus as employee income.

But perhaps the most important factor is the service sector. It out of government control the most and is 100% cash based. There is no way to track how money moves therefore people just won't report their income. In fact I don't think workers in the service sector are even properly sampled. The service sector includes not only traditional players such hospitality industry, but also professional service, in increasingly bigger part of the economy. Things like sales and advertising, media, health and medicare, training and education, interior design and construction... There is no way to know who much money people are making in these areas. See one can't even give a reasonal estimate on how much doctors make from the commision by writing prescriptions for god's sake, even though this is one area the government have much more control.
